Government Records CouncilThe Open Public Records Act (OPRA) permits the public to request certain government documents. These documents are available for inspection, examination, and copying purposes. Under OPRA, certain documentation and records are unavailable for public access in order to protect secure information. The County of Monmouth is transitioning to an online portal for OPRA requests. The paper OPRA form will be available on our website, along with the portal, for 30 days. After that time, we would request you use the online request system.

Monmouth County provides a variety of documents accessible online. The Open Public Records Search System grants electronic access to records as part of the NJ Department of Archives and Records Management (NJDARM). Documents in this system include:

  • Property records, election information, subdivision maps and archived historical documents (ex. 1875 Census Information) as recorded by the Monmouth County Clerk.
  • Tax maps, tax appeal judgments, tax rate certifications and more from the Tax Board.
  • Board of County Commissioners meeting agendas and minutes as well as audio recordings.
  • A consolidated records tool providing data aggregation by location (property records).
  • Certain Boards and Authorities meeting minutes and agendas.
  • Commonly requested forms from the County Clerk, Human Services, Superintendent of Elections and Tax Board departments.

The Monmouth County Surrogate offers online forms pertaining to estates, probating wills, genealogical information, and adoption.

The Division of Engineering & Traffic Safety has a bridge and road projects page with detailed project information.

The Division of Planning provides numerous reports and committee information online for public viewing. In addition, the Geographic Information System (GIS) section provides a Property Viewer to search properties through a map-based system.

The Health Department's Environmental Health Program offers reports and documents online as well. This website provides annual reports, water reports and more. 

The Finance Department posts budget, Triple AAA Bond Rating reports and other financial statements for public viewing.

The following documents and records are not maintained by Monmouth County and should be requested from the town or agency responsible as outlined below:

  • Requests for vital statistics (marriage, birth, death certificates) - Contact the municipal clerk's or registrar's office where the event took place. If the local office cannot locate the record, contact the New Jersey Department of Health Vital Statistics and Registry.  If the birth or death took place in a Monmouth County hospital, the appropriate municipality is as follows:
    • Riverview Medical Center - Red Bank
    • CentraState Medical Center - Freehold
    • Bayshore Medical Center - Holmdel
    • Monmouth Medical Center - Long Branch
    • Jersey Shore University Medical Center - Neptune Township
  • Requests for court related matters including but not limited to criminal charges, civil charges, outstanding warrants and all associated arrests records may be available from the Superior Court of Monmouth County or the Federal Court where the proceeding was heard.
  • Requests for school records – Contact the local school district’s Office of the Superintendent.
