The Monmouth County administrator is an appointed official who serves as Chief Executive Officer of the County and is responsible for carrying out the policies and directives of the Board of County Commissioners. The administrator manages the day-to-day operations of 60 County departments comprising more than 3,000 employees.
Ms. O'Connor graduated in 1981 from Richard Stockton College in Galloway Township with a bachelor of science degree in social work. She pursued her education and, in 2002, Ms. O'Connor received her master's degree in administrative science from Fairleigh Dickenson University.
Ms. O'Connor is a lifelong Monmouth County resident. She joined the county in 1984 as a Clerk in the administrator's office, working for then-County Administrator Robert J. Collins.
In 2006, Ms. O'Connor was promoted to Deputy County Administrator, and served as Acting County Administrator for several months in 2007 upon the retirement of Administrator Louis Paparozzi. She resumed her duties as Deputy Administrator under Administrator Robert M. Czech.
As Monmouth County's administrator, Ms. O'Connor oversees an operating budget of more than $490 million that supports the largest lending library system in the state, a nationally accredited park system and an exceptional community college and vocational school system. The County also coordinates emergency management, maintains 1,000 lane miles of paved roads and delivers an unequaled level of social services to one in five County residents.
