Home Energy Assistance

The Low-Income Home Energy Assistance Program (LIHEAP) is designed to help low-income families and individuals meet home heating and medically necessary cooling costs. The application period is October 1st to June 30th. To be eligible for LIHEAP benefits, the applicant household must be responsible for their home heating or cooling costs, either directly or included in the rent, and meet the gross income limits per the yearly income guidelines. Persons who live in public housing and/or receive rental assistance are not eligible for assistance, unless they pay for their own heating costs directly to the fuel supplier. The amount of the LIHEAP heating benefit is determined by income, household size, fuel type, and heating region. LIHEAP is a one-time payment payable directly to your fuel provider or issued as a two-party check for deliverable fuels.

The Universal Service Fund Program (USF) is a program created by the State of New Jersey to help make natural gas and electric bills more affordable for low-income households. If you are eligible, USF can lower the amount you pay for gas and electricity by providing a monthly credit to your gas and/or electric bills up to 12 months. To be eligible, a household must meet the gross income limits for their household size and pay 2% or 4% of their gross annual income towards the gas and electric bills. Applications for this program can be submitted at any time.

As a SNAP recipient, your case information will automatically be submitted as an application to the LIHEAP/USF program. The Monmouth County Division of Social Services does not administer this program.
