Emergency Assistance (Homeless Services)
Emergency Assistance provides the following services only to homeless individuals and families who are receiving or pending receipt of TANF, GA or SSI:
- Intake/screening, placement services, liaison services to transitional housing sites/shelters and rooming/boarding homes and case management
- Temporary Rental Assistance (TRA)
- Referrals to Substance Abuse Initiative (SAI), the Behavioral Health Initiative (BHI) for assessment and treatment options

For after-hours homeless housing-related emergencies call 2-1-1.
Additional Housing/Homeless Services
- Shelter referrals are made for homeless adults, families and youth for temporary emergency placement when available and appropriate
- Emergency Family Shelter Program – Provides homeless families who are SNAP recipients with short term shelter

mcdsshelp@co.monmouth.nj.usMonmouth County Public Housing Agency (MCPHA)The Monmouth County Public Housing Agency (MCPHA), as part of the Monmouth County Division of Social Services (MCDSS), was authorized by the U.S. Department of Housing and Urban Development (HUD) on July 5, 1977 to provide rent subsidies to Monmouth County Residents. MCDSS is proud to be one of the few county social service agencies in the state to be designated as a public housing agency.
The MCPHA provides HUD-funded rent subsidies including:
Housing Choice Vouchers (HCV) - formerly known as Section 8 vouchers. These are provided to households on our waiting list.
HOME Vouchers - for graduates of transitional housing and homeless TANF families in Emergency Assistance placements work towards self-sufficiency. These vouchers are paired with case management.
Housing Opportunities for People with AIDS (HOPWA) – tenant-based vouchers with case management.
Kershaw Commons - project based vouchers housing for people with disabilities in a facility conveniently located near medical facilities.
Continuum of Care Vouchers – eligible homeless people with disabilities are referred through our Coordinated Entry Program for vouchers paired with case management.
The MCPHA is continuously seeking out new avenues to provide safe, affordable and stable housing for the residents of Monmouth County. MCPHA is located within the Monmouth County Division of Social Services allowing for ease of access to services provided.
