The Office of Child and Youth Services under the Department of Human Services:

  • Coordinates the Youth Services Commission that serves as the primary advisory body to the Monmouth County Board of County Commissioners regarding issues related to youth at risk or involved in Family Court.
  • Operates the Juvenile Detention Alternatives program, which oversees House Arrest/Electronic Monitoring/Shelter Programs that serve juveniles referred by the Monmouth Vicinage, Family Division Judiciary.
  • Convenes the Children's Inter-Agency Coordinating Council (CIACC) which monitors and assesses the needs of children and adolescents with behavioral, emotional, developmental and intellectual needs.

Youth Services Commission

Services Provided: Responsible for planning and funding of services for youth involved or at risk of involvement in the juvenile detention system through a county Youth Services Commission. Administers the State/Community Partnership Grant, the Family Court Services Funds, the Juvenile Accountability Block Grant and a Division of Child Protection Permanency grant in Aid at the local level. Prepares a three-year Monmouth County Comprehensive Youth Services Plan, which includes services and sanctions for juveniles adjudicated or charged as delinquent and programs for the prevention of juvenile delinquency. Develops linkages with communities, schools and key youth serving agencies and organizations and coordinates planning and related activities with other appropriate county bodies.

Agencies will be notified of funding available through mailings and public notices.

Juvenile Detention Alternatives

The Juvenile Detention Alternatives program oversees all youth placed in the continuum of detention alternatives. They ensure that the youth appears in court, doesn't commit any new offenses, as well as address program non-compliance. The target population being served by the Juvenile Detention Alternatives program is male and female youth between the ages of 11 and 18.

The Children's Inter-Agency Coordinating Council is the county mechanism to advice the Monmouth County Mental Health Board (MHB) and the N.J. Department of Children and Families (DCF) on the development and maintenance of a responsive, accessible and integrated system of care for youth with emotional, behavioral, developmental and substance abuse needs, through the involvement of youth and families, child-serving agencies and community representatives.
