Monmouth County Board of Commissioners highlights Farmingdale Shared Services
Farmingdale Mayor praises County Commissioners for program

FREEHOLD, NJ – As part of an ongoing series spotlighting successful shared services partnerships, the Monmouth County Board of County Commissioners is proud to highlight Shared Service success stories featuring the Borough of Farmingdale.

Farmingdale has been partnering with Monmouth County since 1998, sharing a large variety of shared service agreements that have continuously proven their benefits and value.

“Monmouth County is dedicated to delivering value through cooperation,” said Commissioner Director Thomas A. Arnone, liaison to the Office of Shared Services. “Our Shared Services model empowers municipalities to access resources and expertise that might otherwise be out of reach—at a significantly reduced cost.”

In 2009, Farmingdale joined a Public Safety Answering Point Agreement (PSAP). This agreement is supported by the Monmouth County Sheriff’s Office, which provides reliable and efficient backup 911 and emergency dispatch services.

“The seamless operation of the Public Safety Answering Point is a cornerstone of our emergency response. Your team's professionalism and efficiency in handling emergency calls ensure that our residents receive timely and critical assistance when they need it most. We have had the pleasure of working with Sheriff Shaun Golden's PSAP team since its early inception. The PSAP team is always ready to answer the call and provide timely dispatch services when there is a need, as well as equip our municipal first responders with the necessary equipment to stay connected. The quality of the service is a testament to the Sheriff's unwavering commitment to quality and service, thanks, Sheriff Golden!” said Mayor of Farmingdale, Jim Daly.

“Our partnership through the Public Safety Answering Point Agreement ensures that emergency calls and dispatch services are handled promptly and effectively. The Monmouth County Sheriff’s Office Communications Division has a great working relationship with Farmingdale and is proud to continue to provide the Borough with professional, reliable, and coordinated emergency response services,” said Sheriff Shaun Golden.

In 2010, Farmingdale entered into an agreement to utilize the Monmouth County Clerk’s Open Public Records Search System (OPRS), a system designed for scanning, storage and disposition of paper records. This system enables local government entities to electronically scan records into the County’s centralized application, allowing them to digitally store and retrieve documents.

“This capability has provided cost savings to participating municipalities by cutting costs associated with physical storage as well as creating and managing a separate digital system,” said Monmouth County Clerk Christine Giordano Hanlon. “The Monmouth County Clerk’s Office has been offering this service to our local governments for many years, and I’m happy to support Farmingdale in their efforts to streamline their records management.”

“The OPRS-RIM system has greatly improved our records management capabilities. It has made our public records more accessible, organized, and secure, ensuring compliance and transparency while simplifying administrative tasks,” Mayor Daly explained.

In 2013, a Municipal Assistance Agreement was signed. This agreement allows Farmingdale to request a variety of services from the County, including street sweeping, snow plowing, mowing and other municipal support services.

“The overarching Municipal Assistance Agreement exemplifies the true spirit of partnership. This agreement has provided a flexible framework for collaboration, allowing us to leverage your expertise and resources across various departments, ultimately leading to better service delivery for our citizens while maintaining a fiscally responsible budget. This is where we see most of the interaction from the Monmouth County team, and specifically in the Engineering Division,” said Mayor Daly. “Having three County roadways intersect the Borough, we have a lot of collaboration with Mr. Joseph M. Ettore at the helm and his County Engineering team, whether it be on their projects or one of ours, or a collaboration project, it's always a positive outcome. They have always been responsive and welcoming to our requests.”

In 2021, an iTaxMap Agreement was signed. This agreement provides tax map conversion and maintenance services in compliance with the law by utilizing the most up-to-date GIS parcel layer and tax map data.

“The iTaxMap system has revolutionized our ability to access and utilize property data. Its user-friendly interface and comprehensive information have streamlined our assessment processes and improved accuracy, saving us considerable time and resources,” said Mayor Daly.

In 2023, a Health Services Agreement went into effect, offering any state-mandated public health services and Monmouth County was designated as the local health agency for Farmingdale.

Mayor Daly explained, “The Health Services team has been instrumental in enhancing public health outcomes within our municipality. Your expertise and resources in disease prevention, health education & emergency response, among others, have been truly vital to the Borough's operations and citizen health & safety needs.”

“Every successful shared service agreement strengthens our County’s ability to serve its residents better and more efficiently,” said Commissioner Director Thomas A. Arnone. “Farmingdale continues to demonstrate how forward-thinking partnerships can lead to measurable improvements and community pride.”

Additionally, Daly added, “On behalf of the Borough of Farmingdale, I would like to extend our sincerest gratitude for the fantastic shared services your team provides to our community. Your collaborative spirit and dedication to efficiency have made a significant positive impact on our operations and, more importantly, on the lives of our residents. The whole team at the county has been a pleasure to work with over the years.”
