Stormwater Basin Maintenance

       The strongest component of the Monmouth County Mosquito Extermination Commission program is our commitment to surface water management. Since 1976 we have obtained permits from State and Federal agencies to undertake the significant activities of remediating wetland habitat and eliminating mosquito breeding sites. This Commission has been and will continue to be a leader in implementing enhancement and restoration activities.

       Unfortunately for us there are no time requirements for NJDEP action on freshwater wetland permit applications. Quite frequently the review process for these relatively minor activities can exceed one year. Ironically, the actual remediation activity of the enhancement and restoration projects is minimal. Most projects are completed by a four-man crew, a small hydraulic excavator, and a small dump truck and take less than ten days. This work is done with a minimal amount of temporary disturbance to the surrounding environment. Revegetation of disturbed areas takes place within a few weeks of work being completed during the growing season.

       Most true environmentalists agree that the remediation work done by this agency enhances the wetland areas and promotes long term benefits to the area's ecological balance. These benefits are secondary to the prevention of disease transmission and the reduction of dependence upon pesticide applications on a repeated basis.

Stormwater Management Facility Maintenance
       The Commission staff under a grant received from USEPA has in conjunction with the Freehold Soil Conservation District completed an inventory and quality assessment of over 900 SWMF's in Monmouth County. During 1999, we plan on implementing a project showing the effectiveness of Best Management Practices (BMP's) on these SWMF's. This is a major undertaking and we are hopeful that the results will encourage the Board of Chosen Freeholders to fund expansion of this program. We will also be seeking other funding sources including municipalities and homeowners associations.
