Medicaid - This service requires that clients make a 72 hour advance reservation for a shared ride multiple destination service. Senior citizens (60 and over) and disabled residents of Monmouth County will be able to request service to destinations within the service area, with priority given to medical trips and food shopping. The Medical Transportation Guidelines issued by the NJ Department of Human Services requires that "the least expensive mode of transportation suitable to the Medicaid recipient's medical needs be used." Therefore, less expensive modes of transportation may be used, including volunteer services, public transportation, and private vehicle transportation. Service is available Monday through Friday from 8:00 AM until 4:00 PM. Back
Monmouth County Brokered Employment Transportation Services (MCBETS) - The MCBETS program was established for individuals with disabilities who are engaging in first time or new competitive employment. The MCBETS Program provides transportation feeder service to existing public transportation systems, or in cases where these systems are non-existent, a ride within a reasonable distance from home to the work site. Service is available between 6:00 AM until 12:00 AM, Monday through Saturday. Back
Work First New Jersey (WFNJ) - The WFNJ transportation program is a program based on the MCBETS program. Service is available in all areas of the county and is provided to WFNJ participants and to former welfare recipients to access competitive employment opportunities through a combination of feeder service to existing bus and rail or direct group or shared ride opportunities. The cost of this service is $2.00 each way plus the cost of public transportation Back
Monmouth County Division of Transportation has taken a cost sharing approach to establishing fares. The fare structure for the various programs is based on the cost for the service with reduced fare opportunities available for extremely low income individuals.. In the case of the WFNJ and MCBETS program, which was designed as a transitioning program, customers pay a higher percentage of the cost of the trip the longer they use it. This structure is based on the concept that the longer one is employed, the more income they have and the greater their ability to pay the full fare. This structure allows the rider to continue to use the service as a back-up plan, without burdening the transportation system's funding or service.
Other Demand Responsive Service Providers
Monmouth County sent out a survey to over 300 human service agencies, religious institutions and child care centers in the county to determine which agencies were providing their own transportation and which would be interested in coordination opportunities. Monmouth County already has one of the most highly coordinated paratransit system in the state, and conducted the survey to determine if there are any opportunities to further coordinate service and identify need as well as excess capacity.
Ridesharing Services
VPSI operates several vanpools from locations in Monmouth County to locations outside of Monmouth County. VPSI vanpools are designed so that the participants pay the total cost for the van through their monthly membership in the vanpool. Vanpools are established when there are a sufficient number of people traveling to the same or similar destination from the same or similar origin. Vanpools are almost exclusively work oriented, and generally cost each participant between $60 to $90 per month to participate. They are generally advantageous for people traveling significant distances (over 20 miles) to work. There are some incentives that businesses can provide to offset cost and encourage participation, such as a subsidy and/or free parking. Other Transportation in Monmouth County shows the vanpools that operate in Monmouth County, and provides information on the Vanpool Sponsorship Program, offered by Vanpool providers and TMAs.
Vanpools provide an alternative to driving alone to work, and are usually more efficient and flexible than public transportation. There are limits on the number of changes that can be made. Many vanpool programs provide for a limited number of emergencies, such as when a vanpool member must leave work to attend to a sick child. This can be accommodated through an agreement with a rental car agency, however, it is the exception. As a result, vanpools make sense when regular transportation is needed (regular hours, days of work), and the likelihood of a change in the work trip is very small.
